Winchendon Community Choice Power Supply Program
Constellation has made us aware that the Winchendon’s Community Choice Power Supply Program rate was not updated from $0.096024/kWh to $0.093663/kWh as contracted. This affected bills for both January (December to January usage) and February (January to February usage).
The rate was correctly updated to $0.093663/kWh for March (February to March usage).
In order to compensate for the overcharge, Constellation will reduce the rate for the last 9 months of the contract, April – December (March to December usage), to $0.09271.

The Town of Winchendon is pleased to announce that Constellation Energy Power Choice, Inc. ("Constellation") has been chosen as the supplier for the Community Choice Power Supply Program (“Program”). Constellation, based in Houston, Texas, is a leading competitive supplier of power, natural gas, renewable energy and energy management products and services for homes and businesses across the continental United States.

*Rates apply to service beginning and ending on the day of the month that your meter is read in your service area.
YOU WILL NOT NOTICE ANY CHANGES TO YOUR ELECTRICITY SERVICE. The only difference you will see is that Constellation will be printed under the “Supply Services” section of your monthly bill. You will continue to receive one bill from National Grid. You will continue to send your payments to National Grid for processing. National Grid will continue to respond to emergencies, read meters and maintain the distribution and transmission lines. Reliability and quality of service will remain the same. Furthermore, you will continue to have all existing consumer rights and protections.
IF YOU RECEIVE A NOTIFICATION LETTER, you do not need to take any action to participate in Winchendon’s Community Choice Power Supply Program. All Basic Service consumers that have received the notification letter and have not opted-out will be enrolled in the Program.
IF YOU HAVE NOT RECEIVED A NOTIFICATION LETTER, you may OPT-IN AT ANY TIME by calling Constellation at 844-872-9960.
ENROLLMENT CAN TAKE UP TO TWO BILLING CYCLES BEFORE TAKING EFFECT.
IF YOU RECEIVE A NOTIFICATION LETTER, you do not need to take any action to participate in Winchendon's Community Choice Power Supply Program. All Basic Service consumers that have received the notification letter and have not opted-out will be enrolled in the Program.
BUDGET PLAN OR ELIGIBLE LOW-INCOME DELIVERY RATE CONSUMERS will continue to receive those benefits from National Grid.
SOLAR PANEL CONSUMERS will continue to receive their net metering credits while benefiting from the lower rate.
IF YOU HAVE ALREADY CHOSEN A COMPETITIVE SUPPLIER ON YOUR OWN you should opt-out of this Program. This will ensure you continue to get your electricity from that Competitive Supplier. If you wish to leave that Competitive Supplier to be part of the Program, before opting-in, we suggest that you verify with that Competitive Supplier that they will not charge you any fees or penalties for leaving their supply service.
IF YOU HAVE ALREADY CHOSEN A GREEN POWER SUPPLY OPTION ON YOUR OWN you should opt-out of this Program. This will ensure you continue to get your electricity from that Green Power Supply.
IF YOU ARE A TAX EXEMPT SMALL BUSINESS CONSUMER you must send a copy of your Energy Exemption Certificate directly to Constellation at MMTaxGas@exeloncorp.com or 877-243-4968 in order to maintain your tax exempt status.
IF YOU DO NOT WISH TO PARTICIPATE IN THIS PROGRAM you may: 1) Opt-out and continue paying National Grid’s Basic Service rate; or 2) Opt-out and choose your own Competitive Supplier (if one is available to you).
HOW TO OPT-OUT Within 30 days of receipt of the notification letter, fill out, sign, and return the enclosed postage paid card OR click the OPT-OUT button to the right and follow instructions.
ANY TIME AFTER ENROLLMENT you can still opt-out with NO PENALTY CHARGE. It may take a couple of billing cycles before you are back on National Grid’s Basic Service. You may click the OPT-OUT buttom and following the instructions OR call Constellation at 844-872-9960 and ask to be placed on National Grid Basic Service.
IF YOU FAIL TO PAY YOUR BILL IN A TIMELY MANNER consistent with the requirements of Massachusetts law, you may be switched back to the National Grid Basic Service.
THE WINCHENDON COMMUNITY CHOICE POWER SUPPLY PROGRAM HAS NO PENALTY CHARGES WHETHER YOU ARE OPTING-OUT OR OPTING-IN.
